SUBJECT: GENERAL CONSIDERATIONS (part 2 of 2)

Good advance Amateur Radio planning, by RACES and/or ARES groups ordinarily develops efficient communications through:

(1) Designating certain places or stations as key points.
(2) Providing operators and relief operators.
(3) Reducing interference levels by asking voluntary cooperation
    in standing by and following the Net Control Stations
    authority.

Analysis of station frequencies, equipment, and privileges through ARES registrations, has an important bearing on these plans.  Emergency Plans may involve; Local VHF/UHF links, HF nets for distant work, putting skilled operators on circuits having heavier loads, use of CW or digital modes for communications requiring hard copy, and they reduce congestion on voice frequencies.  Use voice of frequencies for information and direction where secrecy is less important.
