SUBJECT: DEPENDS ON WHO SHOWS UP

Depending on several things, when an emergency or disaster happens, will determine what communications assets and operators will be available.  You can't plan where everyone should be located, or what equipment they will be able to have.  The best thing that can be done is have plans available that can be flexible enough to be changed at a moment’s notice.
You can't plan on who is to do what, so everyone should be able to do as many different jobs as possible.  Some of those who you will depend on may not be able to participate because they are working, not able to reach the location where you need them, or are involved with the incident in other ways.  Operators that aren't able to go where someone is needed may be able to help in different ways.  They may be able to help by being at a base location and acting as a Net Control Station, or having telephone services when other stations don't.  Maybe they can make it to a Hilltop location, and act as a relay station if there are no repeaters, or there are stations in locations that don't have access to any repeaters that are operational.
In any case think about how you might be able to help, and what you may be able to provide, if emergency communications are needed.  Everyone can provide some kind of communications service when it is needed.
