WV ARES® BULLETIN NR 10.38              DATE: September 19, 2010
SUBJECT: WHAT IS EMERGENCY COMMUNICATIONS?

What is an Emergency Medical Technician?  What is Emergency Surgery?  What is an Emergency Landing?  The word Emergency means that something is needed immediately, or right away.

An Emergency Medical Technician is one who surveys a medical problem and come up with a medical assessment during emergencies when other medical personnel are busy, or not available.

Someone who is having Emergency Surgery has a problem that can't wait.

Airplanes land all the time, but one that needs to get on the ground as soon as possible is having an Emergency Landing.

Then what is Emergency Communications?  Emergency Communications is that which is needed when other means of communications have been disrupted, overloaded, or completely destroyed.  Emergency Communications IS NOT communications which happens on a day-to-day basis such as Telephone Service and Two-Way Radios which are working properly, or Telecommunicators dispatching Fire, Police, or Ambulance personnel to everyday emergencies.

Emergency Communications is the ability to restore, or create another form of communications, or system of communications until regular communications can be repaired or made normal.

Emergency Communications is the ability to come up with a solution to a communications problem, and put it into operations. Emergency Communications isn't needed on a daily basis.
